Ofcom's own consumer research, published in 2024, found that fewer than one in six broadband customers on inflation-linked contracts understood the price rise terms they had signed. The regulator responded by banning CPI-linked price rises in all new phone, broadband and pay TV contracts from January 2025. The same pattern of poor understanding runs across all utility and telecoms agreements.
